From February 17, penalties for exceeding the maximum dimensions, total weight of heavy goods vehicles and permissible axle loads will change in Romania. The regulation of January 18, 2024 states that the size of the warning will be classified gradually according to the gravity of the offense into: minor, serious and very serious. Pursuant to the above the fine amounts are:

Exceeding the total weight:

Minor offenses include:

• up to and including 5% – from 1,500 Romanian leu to 1,800 Romanian leu, if the maximum permissible total weight is exceeded or the total weight allowed by AST is established on the basis of transport documents.

Serious infringements where the maximum permissible total weight or the total weight permitted by AST is determined on the basis of weighing or transport documents:

• by more than 5%, but not more than 10% inclusive – from 6,000 Romanian leu to 10,000 Romanian leu;
• by more than 10%, but not more than 20% inclusive – from 10,000 Romanian leu to 12,000 Romanian leu.

Very serious offenses if exceeding the maximum permissible laden mass or the permissible laden mass permissible by AST is determined on the basis of weighing or transport documents:

• by more than 20%, but not more than 25% inclusive – from 12,000 Romanian leu to 15,000 Romanian leu;
• by more than 25% – from 15,000 Romanian leu to 20,000 Romanian lei.

Exceeding the maximum permissible axle loads

No AST is issued and no penalty is imposed if the maximum permissible axle weight is not exceeded by 4% or less and all of the following conditions are met:

1. the total weight permitted by AST is not exceeded;
2. maximum permissible axle masses specified in Art. 41 section 2 are not exceeded. (8);

– single axis:

Minor offenses:

• by more than 4%, but not more than 5% inclusive – from 150 Romanian leu to 300 Romanian lei.

Serious offenses:

• by more than 5%, but not more than 10% inclusive – from 300 Romanian leu to 900 Romanian leu;
• by more than 10%, but not more than 20% inclusive – from 900 Romanian leu to 6,000 Romanian lei.

Very serious offenses:

• by more than 20%, but not more than 30% inclusive – from 6,000 Romanian leu to 19,000 Romanian leu;
• by more than 30% – from 20,000 Romanian leu to 25,000 Romanian lei.

– double axle:

Minor offenses:

• by more than 4%, but not more than 5% inclusive – from 240 Romanian leu to 1,200 Romanian lei.

Serious offenses:

• by more than 5%, but not more than 10% inclusive – from 1,200 Romanian leu to 3,300 Romanian lei;
• by more than 10%, but not more than 20% inclusive – from 3,300 Romanian leu to 10,000 Romanian leu.

Very serious offenses:

• by more than 20%, but not more than 30% inclusive – from 10,000 Romanian leu to 18,000 Romanian lei;
• by more than 30% – from 20,000 Romanian leu to 25,000 Romanian lei.

– triple axle:

Minor offenses:

• by more than 4%, but not more than 5% inclusive – from 210 Romanian leu to 1,000 Romanian lei.

Serious offenses:

• by more than 5%, but not more than 10% inclusive – from 1,000 Romanian leu to 4,500 Romanian leu;
• by more than 10%, but not more than 20% inclusive – from 4,000 Romanian leu to 13,500 Romanian leu.

Very serious offenses:

• by more than 20%, but not more than 30% inclusive – from 13,500 Romanian leu to 25,000 Romanian leu;
• by more than 30% – from 25,000 Romanian leu to 30,000 Romanian leu.

Exceeding the maximum permitted dimensions or exceeding the dimensions permitted by AST:

– length:

There is no additional charge for length determination by measurement, no AST is issued and no penalty will be imposed if the maximum permitted length is exceeded by up to and including 1%.

Minor offenses:

• up to and including 5% of the length allowed by AST – from 150 Romanian leu to 250 Romanian lei;
• by more than 1% but not more than 5% of the maximum allowed length – from 150 Romanian leu to 250 Romanian lei.

Serious violations:

• by more than 5% but not more than 10% of the maximum allowable length or length allowed by AST – from 400 Romanian leu to 500 Romanian leu;
• by more than 10%, but not more than 20% of the maximum allowable length or length allowed by AST – from 800 Romanian leu to 1,000 Romanian leu.

Very serious offenses:

• by more than 20% of the maximum allowable length or length allowed by AST – from

8,000 Romanian leu to 10,000 Romanian lei.

– width:

No additional charges apply when determining width by measurement, and no AST is issued and no fine is imposed if the maximum permitted width is exceeded by no more than and including 2%.

Minor offenses:

• up to and including 5% of the width allowed by AST – from 300 Romanian leu to 400 Romanian leu;
• by more than 2% but not more than 5% inclusive of the maximum permitted width – from 300 Romanian leu to 400 Romanian leu.

Serious offenses:

• by more than 5% but not more than 10% of the maximum permitted width or width allowed by AST – from 400 Romanian leu to 600 Romanian lei;
• by more than 10%, but not more than 20% inclusive, of the maximum permitted width or width permitted by AST – from 800 Romanian leu to 1,000 Romanian leu.

Very serious offenses:

• by more than 20% of the maximum allowable width or the width allowed by AST – from

8,000 Romanian leu to 10,000 Romanian lei.

– height:

No additional charges apply when height is determined by measurement, no AST is issued and no fine is issued if the maximum permitted height is exceeded by no more than 1.0 cm.

Minor offenses:

• up to and including 1% of the amount allowed by AST – from 100 Romanian leu to 300 Romanian leu;
• by more than 1.0 cm, but not more than 1% of the maximum permitted height – from 100 Romanian leu to 300 Romanian lei.

Serious offenses:

• by more than 1% but not more than 5% of the maximum allowable height or the height allowed by AST – from 300 Romanian leu to 500 Romanian leu;
• by more than 5% but not more than 10% inclusive of the maximum permissible height or the height allowed by AST – from 1,500 Romanian leu to 2,000 Romanian leu.

Very serious offenses:

• by more than 10% but not more than 20% of the maximum allowable height or the height allowed by AST – from 3,000 Romanian leu to 4,000 Romanian leu;
• by more than 20% of the maximum permitted height or height permitted by AST – from

8,000 Romanian leu to 10,000 Romanian leu

We would like to remind you that 1 Romanian leu is PLN 0.87 (as of February 15, 2024), and AST is a special transport permit.
